The quotes in the middle of the text are actually pull-quotes (not blockquotes) and should be centered. From the rules:

"Pullquotes must be horizontally centered on IV page if pull quotes exist in the source"

Compare the definitions (from Wikipedia):

- A pull quote (also known as a lift-out pull quote) is a key phrase, quotation, or excerpt that has been pulled from an article and used as a graphic element, serving to entice readers into the article or to highlight a key topic. It is typically placed in a larger or distinctive typeface and on the same page.

- A block quotation is a quotation in a written document that is set off from the main text as a paragraph, or block of text, and typically distinguished visually using indentation and a different typeface or smaller size font.

Here the quotes break the text and are formatted with a bigger font to attract visual attention. They are clearly pull quotes. The page also has an example of blockquotes, which are visually distinguished as blocks of text wit
