Кто делает город: Организаторы «Компота» о культуре творческой благотворительности
Люди делают город таким, какой он есть. Раньше всем казалось, что в Омске ничего не происходит, здесь нечего делать и лучше уезжать в другие города. За последние два-три года появляется все больше неформальных команд, которые проводят новые интересные события, знакомят самых разных горожан друг с другом и меняют город. Городской пикник, Печа Куча, Атма-Сфера, #SMMART_Day, Компот, Вышка, САМИ, Что-то в Цоколе и другие проекты. Кто эти люди, что за проекты делают и зачем им все это? Public Speech запускает серию материалов о городских активистах и просто людях, которые создают новую городскую жизнь в Омске.

I'd argue that these are article sections' headers rather than image captions.

P.S. Admins, please give us a clarification whether those headers should be converted to captions or not.

The first two photos have the text in a div.photolabel container. So those are captions and should be preserved as captions.

The other photos do not use the div.photolabel container. Their text uses headings and subheadings. So the other photo headings should not be converted to captions.
