this image must not be set as cover because it is deep of the lead paragraph, you can be set this paragraph as subtitle and set this image as cover but you didn't it.

- It's ok to use an image right after a lead paragraph as a cover ("We recommend setting a cover If there's a suitable image directly below the title/subtitle." - and you suggest to transform a lead into the subtitle which is also ok) and it's optional to format a lead paragraph as subtitle.
