I intentionally included this navigation block, since it's related to the article (scroll to the top of the original page)!

I firmly believe it should be there, sometimes it contains additional links that are exactly related to the article in question, and provide further info about it. It is not a generic site navigation block, it's a navigation block that's article specific.
