Author is omitted from the IV. According to Checklist 6.1, “author name is required only if it is presented in the source article in a clear way (at the top of the page, at the very end of the text, etc.), especially if there's a name of an actual person”, which is right there at the top in bold.

also, it can be reporter name or a person name who is interviewed by author. this website presents author name in an another div with a different class. so, be sure, that isn't an author name.
you can find another article which used the first bold text as a title of a paragraph.
