Maybe this caption can also be considered optional? Anyway it would be great to see some consistency in decisions on captions issues...

- It's easy, in the issue you've presented, the captions are not clearly identifiable in the source code, and the format in which they appear does not fully define them as captions, so it's optional.
In this issue, the captions themselves are easily indeitifiable, they have a "caption" class, which actually indicates that it is a caption, so it should be treated as caption.
