published date is clearly identifiable and should be formatted properly. I guess you may say that we dont know year of publication and IV engine will automatically set it to 2019.

So I reply now. This site hide published year only for current year articles. For example https://tvk6.ru/publications/news/32149/ from 2018 shows published year

Also you may say that cached old pages can be processed incorrectly and output wrong year but this is wrong too. If I understand right, fetched page processes once and then each time returns only ready IV page so date will static.

Admins may explain technical side better

I have no idea how you've set the year of publication because it is not available anywhere on this site indeed. @datetime sets a year to 1970 if it was not provided.
