- It's a personal blog post, authors is free to format them however they want. There is no way to suppor everything, except checking every blog (notice: this site is about news, not people blogs).
Even if I did checked all posts someone else would come with his new blog...
Also worth noting: 1) It's the only one blog post by this author. He didn't posted anything else. And I didn't see anyone else using image as a link in their blogs. 2) Your template doesn't supports that as well

Since no template could parse this website perfectly, this domain will have no winners in the first contest.

- Please take into account that these personal blogs are: (1) almost dead and have very-very tiny percent of all content generated by site and (2) that posts may have very unexpected formating since content here isn't checked by editors, and it's really hard to foresee/support everything that authors may generate without such suppervision.
1) This year no one posted anything in this (/blogs/) section of site and in 2016 it was only 6 posts. 32 posts in total over last 4 years (actually even less, since google also lists blogs main pages): www.google.ru/search?q=site%3Atvrain.ru%2Fblog&&tbs=cdr:1,cd_min:6/1/2013,cd_max:7/1/2017
On some days they posts as much as twice that amount of regular news. And my templates handles them fine.
2) These blogs are not moderated/checked by anyone, authors is free to format them however they want. Basically they post here in their free time, if they really want to. And they don't follow any rules doing it. Good example here, look at first photo: https://tvrain.ru/blog/blog_se

- Sorry, the points you mention do not justify leaving an image that has a link, without link. That may be very common, you need to handle those cases well. If you support a page, it must be supported perfectly, there is no room for excuses of which you mention. Either IV is not generated, or generated but well made.
The issue is still valid.
