I think it is not right to display a link to comments only on those pages that have such a list. For example, in the following link , link to comments is missing, but in the original it is present.

Its only displayed on review/background pages, because they consist of multiple pages and are part of the navigation under each page (4: 'essential navigation may be adjusted to simple links'). On normal articles the comments are displayed right under the article, but not included in the template because of obvious reasons.
