I don't think the checklist means anything more than the fact that anchor links must work within the bounds of an article.

If you get linked with valid anchor from original page (like https://uznayvse.ru/voprosyi/kuda-poehat-v-iyune.html#contents_90190_5 ) it would not take you to relevant heading in IV, since your IV does not have it.
This clearly does not comply with
https://instantview.telegram.org/checklist#3-3-supported-elements:
>Anchor links must work properly on IV page if anchor links exist in the source.
