- The part you've mentioned is the description/summary of the article and is already assigned to the "description" property of the IV page. Therefore, it is up to Telegram IV page rendering algorithm to decide whether/how to include the "description" data within the IV page (or just leave the description on the preview pane).
As a another reason to exclude the description, on this domain, description part is explicitly placed outside the main article body tag. Actually, no more information is there for the reader to be delivered via description content. So it is not wise to repeat the description at the beginning of the article.
