This is a pullquote, it's class even means "emphasized-underlined" (on other pages they also use "eyecathcer", see the last link below for example).
Apparently they deleted from the new checklist that "pullquotes must be horizontally centered in IV" and replaced it with "quotes must be formatted to match their appearance in the source article", but this would be wrong in this case. It's indisputable that we should present real quotes as blockquotes. If we present pullquotes the same, they won't be distinguishable and it will make articles that contains both look like a mess.
