Specially removing the time doesn't make sense, even if they are optional...

- If you know it's optional https://instantview.telegram.org/checklist#6-1-2-date-and-time, why would u send such an issue? I don't quite understand it.
There were too many issues about which time is right when timezone is presented, I guess that's why telegram updated their checklist to make time optional.
