- In original desktop page this section presented as a sidebar with "position: fixed" property and it's not an essential content.
Even more - without fixed position this div is useless anyway.
It's up to authors to leave or remove the auxiliary nav links.
Here's an excerpt from the checklist:

"navigation may be adjusted to simple links)" : "may be", not "must be" nor "need to be" nor "should be" - so it's up to authors, like I mentioned

- In multi-part articles navigation is essential.
An example of optional navigation: a blog article with 'previous post' and 'next post' links. In this case the links lead to different articles.
In this case, the links lead to other parts of the same article — so this navigation is critical.
