In short: these are biography pages, most of them for people still alive (and there is no way to determine if it's about dead or someone living). I insist on that these pages shouldn't generate IV since they have static URL for each person and may be updated with new information, but IV wouldn't regenerate due to it's caching nature.

That's completely your own fault that you didn't tried to explain what this page actually is. You had ability to respond, but decided not to — so admin had no idea what kind of article it is at the time of reviewing.
