It's heading not a table.

- The class="boxed-content-bottom-post" block is used on this site for a diverse range of purposes:
• "Read next" blocks (like here: https://wersm.com/twitter-limits-the-number-of-daily-follows-to-400/),
• announcements essential to the article (like here: https://wersm.com/wechat-shares-your-personal-data-with-the-chinese-government/),
• author descriptions (like here: https://wersm.com/water-by-waste-not-by-litre/),
• and even headings (like in this article).
As we can't know beforehand what is its function in every particular article, we have to treat this element universally. And the only thing that unites all those functions is that it is an isolated block (by background or by border; that's not important). For that reason, I converted it to a one-cell table—this is the closest we can get to the original appearance. And in this article, despite semantically it is indeed a header, we follow that common rule, and I believe, the result is at least not ugly and, as I said, close to the original appearance.
