Has not found ways to fix it. Apparently '!path_not' doesn't support any characters other than English. Example: https://pl.wikisource.org/wiki/Wikiźródła:Strona_główna
also visible, although in my template specifies a rule which should stop the generation this way:
!path_not: /wiki/(Wikiźródła:)?Strona_główna.*
!path_not: /wiki/Заглавная_страница.*
