It's not a kicker

If missing sections and category kickers are not basis for issues, then by definition neither category kickers should be considered issues, as the hereby presented issue.
Please revise this and if you still think this is a wrong practice, please add it to the checklist more clearly.

- Also from the kicker section of the checklist:
"If the kicker represents a regular section or category into which the article falls, (e.g. ‘CRIME: Seventy suitcases stolen from Heathrow airport’), it should be omitted."
So category kickers should be omitted. It's a valid issue.
