This should only be used if the link behind the image leads to some different page or content. E.g., if the link opens the same image in a higher resolution, it should be ignored." When it says the href attribute is optional, that means not all links on source pages use the href attribute. In this source page, the img hrefs link to other pages. So this is actually required, not optional.
