There is no clear way because that blockquote fully customizable by article authors. It is impossible to foresee all ways of formatting. Moreover, you can corrupt essential text in unexpected cases.

6.2.5 Media credits
IV 2.0 supports a dedicated <cite> tag for credits in media captions. Credits in captions must be preserved and placed inside the appropriate tag, provided it is technically possible to reliably identify them.
As Telegram IV support cite in blockquote, you should format it. The rest of the competitors for this domain already support it. Check my template for a example
