I agree that this "title" (just plain text in <strong>) in fact referes to "further reading"-block going after it.
But I think it's not right to remove it with "further reading"-block together because formally it's placed outside (!) the box and it is the part of the article's main content.
It is mistake of author. They don't do it this way (title outside "further reading"-block) generally and this is just the only (!) precedent.
You can't be sure that <strong>-text before "further reading"-block always belongs to it and not belongs (or will be belong) to article in both meanings.
It's wrong way to fix once-only article's authors mistakes this way if it possible that your template will break correct articles

Template creator makes a good point. It's acceptable to ignore one-off custom formatting choices that only appear in one article. If you think this case is more wide-spread, kindly resubmit the issue with more sample links to demonstrate this.
