Vimeo caption, always presented the same way because Vimeo basically allows to copy code with video caption. Take a look:

No, just a p shares a parent div with iframe, even it is caption, it's not safe to format it without class presented.

We don't format p[em][img] into figure nowadays.

And, please don't duplicate it in other issue like you did before, one is enough, if not enough, please write a long post on telegra.ph and share the link here to see if you can convince admin.
