Checklist doesn't mention that. The only paragraph that mention <cite> is talking about "Media credits", not blockquotes' source. Though <blockquote> supports <cite> as children, there is no andatory requirement or even suggestion that wrap string starting with "——" or "by" or something else to <cite>.
