This photo with a "Foto" header is a related block. It has the same structure as a related block with "ŞTIRI PE ACEEAŞI TEMĂ" header. It recommends reader to see the photos on a slideshow page.

I see no reasons to include that hi-res photo in the article and to separate it with two horizontal lines. You don't include a photo from related block, then why make this one look like it is a main content of an article? It is just a link to the gallery, which by the way, is already dublicated in the article as a slideshow.

One could even consider this rudimentary. It should go to related.

There's absolutely no visual clue to identify this as a related block. This image links to the dedicated gallery page, which indeed there is another link in page for it. But if authors explicitly placed it twice in the page, maybe they had their own reason for it. I did used horizontal lines, to separate it from main content, to feel as an aside.

In the above link, you'll see an aside text on right side. Thus, this kind of block isn't used exclusively for related articles. It is used for asides too.

Also, you can't send to "related articles" a gallery that corresponds to this article.
