This website does not display the year of publication, nor does it contain it anywhere in the source code of the article. Since we are not able to determine it, the date should not be displayed is the designated IV page field.

It's works correctly for dates without year. Just try.

- The problem is this article wasn't published in 2019.
It seems it was published in 2015. Read the title:
"IN 2017, THEY WILL INCREASE THE NUMBER OF QUOTAS FOR IN VITRO FERTILIZATION PROCEDURES"
2017 is mentioned like the future.

If it's not possible to extract a correct year, the date must not be displayed at all.
