In some issue Telegram said to me that pages like this is optional and the main focus is on articles and news.

The main focus is to generate IV pages for articles, but a corrupted IV shouldn't be generated for any page. Interactive pages shouldn't generate IV because they can't work properly in the IV mode: https://instantview.telegram.org/checklist#2-iv-targets-must-not-generate
