From all the discussion around these tables, I believe it's not safe to handle them with xpath transformations. For this reason, I prefer to not support them on my submission.

Simple two-column tables like this are best handled with the first element highlighted in bold and followed by a semi-colon. Template #20 doesn't handle them in a perfect way so far.
