My template shows, in UTC format, the only date the ordinary user can see on the page. This is because the same rule you mentioned states:

[...]
"If conflicting dates are stored in multiple places on the source page, preference should be given to the time that is visible to the ordinary user who views the page in a browser."


On other websites you can see both dates in the article header. If I understood the rule well, that is the case when you have to apply the choice you are referring to.
