The text tag is <subtitle>. So it should be used as the subtitle, But the author extracted a text from over the title and set it as the subtitle.

in most persian sites subtitle comes before (at top) of title.
as you can see i add that section as subtitle

Generally, it is advisable to avoid setting too much text as the subtitle.
