Link to related article is missing, but it should be represented. I think it's obvious that this article is thematically related to the main one - just look at their titles. This article is also identifiable (see template #40). Furthermore it is static - if you update the page, it won't change. So this article is definitely related article. According to Checklist, paragraph 6.3.2, they must me represented in IV: "It is obligatory to format “Related articles” <...>".
Even if you perceive this article as not related, link to it must be in IV since it is not ad or something like this; see checklist, paragraph 3.3: "Anchor links must work properly on IV page if anchor links exist in the source."
