We do not have the tools to check the image size.
The original page of the site uses this image for the cover.
The rules do not specify that such images are not suitable for the cover. This is often found in templates.

- This in an article from 2008, it's from 9 years ago. This can be seen as one-off. Normally the images used in that place are in a higher quality. There is no way to check this so Zaur is right.
If such a bad quality was always used in his template, then it would have been an issue.
