Missing content is OK if it's not relevant to the article's subject. These blocks are links to related articles (they are also about puzzles), but not relevant to the main subject of current article (The Horse Grazing Riddle)
And according to 6.3.2 of checklist: We will not accept issues on whether or not links formatted as “Related articles” are thematically related enough or static enough.

And yes, Михаил Комендант is correct in that <related> blocks only display if the related links can generate IV.

No we are not over-complicating. We are trying to fulfill the purpose of IV.

This conversion results in missing content, which isn't tolerable, no matter what our subjective opinion about importance of missing content is.
