On this site there is always a gallery at the top of the page. Usually it contains only one image that they clearly use as cover.
It's safe to set this image as cover because it is outside of the body context and you can easily count the slides and wrap them in <slideshow> or not. (See also: https://bit.ly/2vCxhHE).
Checklist 6.2.2 recommends setting a cover if there's a suitable image directly below the title/subtitle.
