- There is no reliable way of determining if that's a <related> block. There are no identifiable tags or classes, it's just a header — like any other. Even being a human I can't tell whether it's a part of the text that author added manually.
But you CAN tell when it's definitely a related content block (and not simply another header) by looking for a <p class="read-else"> paragraph. Like in the end of this page for example: https://hochu.ua/cat-stars/novosti-shou-biznesa/article-92066-v-moskve-proschayutsya-s-detslom
