This photo with a "Foto" header is a related block. It has the same structure as a related block with "ŞTIRI PE ACEEAŞI TEMĂ" header. It recommends reader to see the photos on a slideshow page.
I see no reasons to include that photo (it is too small and it is another valid issue, by the way) in the article. You don't include a photo from related block, then why make this one look like it is a main content of an article? It is just a link to the gallery, which by the way, is already dublicated in the article as a slideshow.
One could even consider this rudimentary. It should go to related.
