Should is used to express a recomendation and suggestions but not an obligation. The point here is that it's not a critical the same as the kicker in the checklist:

"If the kicker represents a regular section or category into which the article falls, (e.g. ‘CRIME: Seventy suitcases stolen from Heathrow airport’), it --> SHOULD <-- be omitted. We will not accept issues based on missing section/category kickers."
