looks like this man (undrfined) has discovered an issue in the IV editor that allows to report an issue for an already revoked template. He just did it here:

Luckily, I didn't revoke my template before I noticed that something is wrong.
I ask you to take urgent actions to prevent abusing of this bug. Some contestants may lose their position in the queue because of that.
