This legal note has no special semantics in DOM, but only formatting. Removing a block based only on how it is formatted creates a risk that similarly formatted content will be removed. I think this legal note is part of the original text and should be preserved.

That's difficult to say is this text part of usual website layout or part of an article because article text, legal note and comments block(should be removed) are siblings. There are legal notes on a lot of websites but located not in article body. Nobody include them into IV. Here is same case. Anyway I remove it according to inner text, not DOM
