I think that this is not the caption of the photo, but the usual paragraph after the photo. If you translate the text, it describes how much the tip is paid to the waiters, and the photograph shows the country in question, but the text is not a signature. Photo captions describe a photo: what happens on it, where it is located, who is in the photo. I saw few signatures in 6 lines of text. Well let arbitrators judge

- Previously you was shure that title can be used as figcaption. I think both alright. But it designed as figcaption mostly.
