The checklist is about paragraphs inside the quote, so that different paragraphs must not be merged in one wall of text paragraph.

- Yes, line spacing is generally regarding blocks of text without any linebreaks at all, which affects readability of the quote.
This case is a bit different, since this part is more akin to a button, and it's not negatively impacting readability of the quote.
