- There is no any proper way of formatting related articles. It mainly depends on the creator of the template.
Here what is considered correct is the way that titles of the links are attached to the related article to make sure that reader can read the translation of the current article from the following links.

- "Buyuk Britaniya ekspertlari davlat xizmatlarini takomillashtirish borasidagi tajribalari bilan boʻlishadilar" и "Эксперты Великобритании поделятся опытом по совершествованию государственных услуг" shouldn't be related headers. Just wrapping links in <related> without headers is enough
