With the proper URL, this page can generate a full IV

The link is correct. For some reason the new IV engine doesn't handle big video file.

The video source selected by your template ends with "_1.mp4" which corresponds to the minimum quality, i.e. 240p. In my opinion it's better to not generate IVs for some pages instead of ruining user experience with such low quality video.
