- It's an addition to the article, which as a whole is an ad - so it provides context.
Also, it's impossible to reliably identify it, and matching a string to remove would be dangerous, and futile in the future, because the contents of that blockquote change. I've encountered similar blockquotes in other articles, sometimes they're valid article blockquotes, and sometimes they are a form of an ad, but are impossible to reliably detect to remove.
