The stories in these “categories” don't have the same kicker and sometimes aren't even related at all! I think there probably isn't a way to tell if the kicker is or not part of the story here. (and the actual category is below the subtitle with an actual link)

Since the title doesn't lose its sense without the text in question, it's not a kicker. Even in your examples it looks like a topic.
