I'm not 100% sure if this is a valid issue. Maybe I misunderstood the rule somehow.
Yandex map widget can be simplified here ("Pages that display unsupported content (e.g. an interactive map widget) must not generate IVs. Important: We will accept issues requesting to generate IVs for pages with content previously deemed unsupported if you include a link to a template that fully supports the content in question.").

You're right. This embed may be supported by IV in the future, so there's no sense to convert it into image. Especially since it doesn't work perfectly.
