The block with gray background on the left must be separeted by <hr>s in IV.

- No, it must not. Because too many articles using it and 90% of time there is no semantic difference between what is inside gray block, and what is out. I have already been rejected for too many <hr> before: https://instantview.telegram.org/contest/mind.ua/template13/issue6/
Some of pages even using gray block for full article, but it doesn't mean I must to put <hr> before lead paragraph and at the very end, isn't it?

Also, regarding the referred to older issue, that specific case is quite different. That previous case was taking content and splitting it up into many different parts, which looked quite different than the source page.
