Formatting not preserved. It should be either caption (as most of other <smalls> on this page) or <i>, but should not look like a common paragraph.

- The reason why those are not formatted but the others are is because those images divs are wrapped in an extra div. I have the <p><small> directly after an image div to be set as a caption, but those are not directly after since there is an extra <div> wrapper without any identifiers.
It's not perfect, but the markup is not perfect, so we just do the best we can. It doesn't seem to be too common, so I don't think it's a big issue if a couple old pages have unformatted text.
