It doesn't matter, because any publication can be made "by" certain person or organization. Both cases are right. But in articles with author and organization are privided in the same time my template processes this data separately (for example: https://www.gva.be/cnt/dmf20190221_04195602/dit-zijn-de-favoriete-reisbestemmingen-volgens-travel-leisure)
