- I use date from element that is displayed for user in article, not from meta tag:

This element contain full date with defined timezone UTC+1 (BST) which is currently observed in UK.
'sometimes yes' - is for articles pusblished when GMT is observed.
'BST begins at 01:00 GMT on the last Sunday of March and ends at 01:00 GMT (02:00 BST) on the last Sunday of October' - thats why in article you linked in issue you see the time that match with meta tag - article is published 22 March, when UK uses GMT

I believe there is an error in the hour.
The template 34 respects the pubdate, while this template sometimes yes, sometimes not.
