It is correct. Check the size of this <h3> - it's actually smaller the size of plain text which goes further. Also see Checklist, p. 6.1.4: " If the lead paragraph uses a different style, it is recommended to use bold or italic text (we will not accept issues based on the absence of such formatting)."
